Executive Order Mandates Electronic Tax Refunds & Payments

An executive order issued by President Trump instructed the U.S. Treasury Secretary to develop a plan to phase out paper checks for IRS payments within 180 days. This order targets both tax refunds issued by the IRS and tax payments made by taxpayers.

According to the White House, paper check tax refunds will cease on September 30, 2025. The implementation date for mandatory electronic tax payments is yet to be determined, pending further guidance from the IRS and the Treasury Department.

The order allows for exceptions, including situations where individuals lack access to banking or electronic payment services and emergency circumstances. The Treasury Secretary is also authorized to identify additional exceptions.
